(Qasas) 28 : 19
فَلَمَّا أَنْ أَرَادَ أَنْ يَبْطِشَ بِالَّذِي هُوَ عَدُوٌّ لَهُمَا قَالَ يَا مُوسَىٰ أَتُرِيدُ أَنْ تَقْتُلَنِي كَمَا قَتَلْتَ نَفْسًا بِالْأَمْسِ ۖ إِنْ تُرِيدُ إِلَّا أَنْ تَكُونَ جَبَّارًا فِي الْأَرْضِ وَمَا تُرِيدُ أَنْ تَكُونَ مِنَ الْمُصْلِحِينَ

And when he wanted to separate the one who was an enemy to both of them, he said: "Oh Moses, do you intend to kill me as you killed someone yesterday? You only want to be a tyrant in the land and you don’t want to be among the reformers."

When Moosa entered the city, he found the one from the Children of Israel who sought his help quarreling with another person from the Pharoah’s clan. When he sought help again, Moses tried to separate them from their fight. But the one who sought help blamed Moses as told in this verse.

The character or aimless and heedless wrongdoers of all time are mentioned in this verse. But the Arabic Quran reading Fujjar who reject Adhikr are worse than any other people. They are denoted as the worst among 1000 communities of Lord’s creatures as explained in verse 8: 22. They will never become believers as explained in verse 10: 33. They are destined into the 7 doors of Hell as explained in verses 7: 179 and 15: 44. See explanation 4: 118; 7: 169 and 176.
